The Participants include the 4 Parties to the Cospas-Sarsat International Programme Agreement (Canada, France, Russia and the USA), 30 Ground Segment Providers, 9 User States and 2 Organizations.

Cospas-Sarsat cooperates actively with the International Maritime Organization (IMO), the International Civil Aviation Organization (ICAO) and the International Telecommunication Union (ITU).

In addition, the following professional and standardization organizations are also invited to attend Cospas-Sarsat meetings: the International Chamber of Shipping (ICS); the International Radio Maritime Committee (CIRM); the International Federation of Air Line Pilots Associations (IFALPA); the Radio Technical Commission for Aeronautics, (RTCA) (USA); the Radio Technical Commission for Maritime Services, (RTCM) (USA) and the European Organization for Civil Aviation Equipment (EUROCAE).
